I Owe the IRS $50,000 or More: Options in Order
The short answer
Two numbers matter. The IRS online long-term payment plan is limited to individuals who owe $50,000 or less in combined tax, penalties and interest; above that you apply on Form 9465 or by phone, and the Form 9465 instructions require a Form 433-F financial statement when the balance after any down payment is more than $50,000. Separately, for 2026 the IRS can certify a tax debt of more than $66,000 to the State Department, which can deny or revoke your passport. Sources: the IRS payment plans page and passport page.
What applies at each level
| Combined balance | What applies, as of October 2026 | Source |
|---|---|---|
| $50,000 or less | Long-term plan online, no financial statement; setup fee $29 with direct debit, $69 without | IRS payment plans page |
| Less than $100,000 | Short-term plan online, up to 180 days, $0 setup | IRS payment plans page |
| More than $50,000 | Form 9465 by mail, or call 800-829-1040; attach Form 433-F if the balance after any down payment is over $50,000 | Form 9465 instructions |
| More than $66,000 (2026, adjusted yearly) | The IRS may certify the debt as seriously delinquent and mail Notice CP508C | IRS passport page |
Form 433-F, Collection Information Statement, is a financial statement that the IRS may also request after reviewing your plan. Form 9465 measures the balance after any down payment, so a down payment that brings it to $50,000 or less removes the Form 433-F requirement.
Passports: what keeps a debt from being certified
The IRS page lists debts it does not certify even above $66,000:
- Debts paid on time under an approved installment agreement, or with an installment agreement request pending.
- Debts paid on time under an accepted Offer in Compromise, or with an offer pending.
- Debts with a timely Collection Due Process hearing request about a levy.
- Debts suspended by an innocent spouse relief request.
- Accounts the IRS has marked currently not collectible because of hardship.
If you are already certified, the IRS says it generally reverses the certification within 30 days after the debt is resolved, by full payment or an arrangement such as an installment agreement, and mails Notice CP508R. Paying the balance down below $66,000 does not reverse it by itself.
Steps
- Get your total balance for every year from your IRS online account or latest notices. Both tests use the combined amount, including penalties and interest.
- If you are just over $50,000, consider paying it down so you can use the online payment plan without Form 433-F.
- Otherwise complete Form 9465 and Form 433-F and mail them, or call 800-829-1040.
- If you cannot pay the full balance before the IRS's 10-year collection period ends, read about a partial payment installment agreement and the Offer in Compromise. The IRS accepted 14.1% of offers received in fiscal year 2025, per the IRS Data Book.
Common mistakes
- Thinking you cannot get a payment plan above $50,000. You can; it just takes a form instead of the online tool.
- Sending Form 9465 without Form 433-F when the balance is over $50,000. The instructions require it.
- Assuming a partial payment fixes a passport problem. The certified debt must be fully resolved or covered by a qualifying arrangement.
Form 433-F is a financial statement you can fill out yourself. A Low Income Taxpayer Clinic helps for free when income qualifies, though clinics usually take disputes under $50,000. A licensed professional (enrolled agent, CPA or attorney) can prepare the forms and speak to the IRS for you.
