Free Help With IRS Tax Debt: Clinics and the Advocate

By the Tax Relief Answers editors · Sources checked · How we check

The short answer

You may not need to pay anyone. If your income is at or below 250% of the federal poverty guidelines (for 2026, $39,900 for one person or $82,500 for a family of four in the 48 contiguous states and D.C.) and your dispute with the IRS is usually under $50,000, a Low Income Taxpayer Clinic can represent you for free or a small fee. The Taxpayer Advocate Service, a free and independent office inside the IRS, helps at 1-877-777-4778 when normal IRS channels have not worked or you face financial hardship.

Low Income Taxpayer Clinics

An LITC can represent you with the IRS, as a paid representative would. Each clinic decides whether your income and case fit its guidelines before it agrees to take you on, and the Taxpayer Advocate Service says services are offered "for free or a small fee."

The Taxpayer Advocate Service

TAS is free. Call 1-877-777-4778 to be connected with an advocate, or send Form 911, the request for TAS help, by fax, mail or email as listed on the TAS contact page. TAS may help when:

VITA is for tax returns, not tax debt

The Volunteer Income Tax Assistance and Tax Counseling for the Elderly programs prepare basic tax returns for free. The IRS VITA page describes return preparation only, not help with a balance due or collection. VITA can still matter, because the IRS generally expects all required returns to be filed before it approves a long-term payment plan or considers an Offer in Compromise. Ask a site whether it prepares returns for past years.

Your IRS Online Account

The IRS Online Account lets you see what you owe by tax year, view up to five years of payments, read digital notices, apply for or change a payment plan, and approve a power of attorney that a tax professional sends you.

Steps

  1. Sign in to your IRS Online Account and note your balance for each year.
  2. If you can pay over time, apply for the IRS's own payment plan, which is free to apply for online.
  3. If you cannot pay in full, run the free Offer in Compromise Pre-Qualifier or read about Currently Not Collectible status.
  4. If your income is under the chart above, find a clinic in Publication 4134 or 4134SP and call it.
  5. If the IRS is not responding or you face hardship, call TAS or send Form 911.
