IRS Form 8821: Tax Information Authorization Explained
The short answer
Form 8821, Tax Information Authorization, lets any individual, corporation, firm, organization or partnership you choose inspect or receive your confidential tax information for the tax types and years you list. It is also used to delete or revoke earlier authorizations. That is how the About Form 8821 page describes it, and the current form revision is January 2021, with instructions from September 2021 (checked November 2026). Unlike Form 2848, it does not let anyone represent you or speak for you before the IRS.

What it does and does not allow
The Form 8821 instructions say the person you name can inspect or receive your information, verbally or in writing. They also say Form 8821 does not authorize that person to speak on your behalf, advocate your position, sign waivers, consents or closing agreements, or represent you in any other way. For any of that, the instructions point to Form 2848.
| You want someone to... | Form |
|---|---|
| See or receive your tax information, such as notices | Form 8821 |
| Negotiate a payment plan or appeal for you | Form 2848, with an eligible representative |
Who files it
The taxpayer signs it. A business taxpayer signs through a person with authority to sign for it; the instructions describe the checks a third party must make when a business signs electronically in a remote transaction.
Where and how it is submitted
As with Form 2848, the instructions offer three routes when the authorization is not for a specific use: upload at the IRS Submit Forms 2848 and 8821 online page, fax, or mail to the address for your state in the Where To File chart. A form signed electronically must be submitted online. If you check the box on line 4 (a specific use), you mail or fax it to the IRS office handling that matter. The online page says to submit one form at a time and not to upload a form you already faxed or mailed.
Steps
- Decide whether the person only needs to see information (Form 8821) or act for you (Form 2848).
- Download the current Form 8821 (or 8821 (SP)) and instructions from irs.gov.
- List the tax types, forms and years or periods the authorization covers.
- Sign it and submit it once, online, by fax or by mail.
- Revoke it when it is no longer needed, as the instructions explain.
Common mistakes
- Expecting a Form 8821 designee to negotiate with the IRS. The designee can only receive information.
- Leaving years or tax types blank. The authorization covers only what is listed.
- Forgetting old authorizations. Form 8821 can also be used to revoke them.
